APEFOR is the result of the work of a group of training organisations that have unselfishly collaborated and played an active role in seeking to resolve the main problems. The proposals presented so far are effectively centred on the collective interest in improving the education and qualifications of the Portuguese population.

The activities of presenting proposals for operational programmes, making suggestions on vocational education and training policies and instruments, producing studies and taking positions are carried out by working groups made up of members of the governing bodies, representatives or collaborators of member organisations, and may also include invited partners and experts.
